What we do
Records and Information Management provides guidance in many areas of university policies and represents UCSF on many associated UC-wide operational groups. These include access to public university records, retention and disposition of university information, Campus Administrative Policies, and institutional affiliation agreements.
Policy
- Manage and maintain UCSF Campus Administrative Policies and communicate about UCSF and UC systemwide administrative policies.
- Implement University of California Office of the President policies, and/or codify campus practices by clarifying operational conduct in support of the University's mission and values.
- Campus Administrative Policies have broad campus-wide applicability and institutional impact.
Delegations of Authority

Assess UC Presidential Delegations of Authority and determine impact on UCSF as well as further delegation to functional roles.

Manage Chancellor delegations and redelegations of authority.
Access to Public University Records

Provide access to public university records in compliance with the California Public Records Act (CPRA), California Information Practices Act (CIPA), and Freedom of Information Act (FOIA).

Members of the public may submit a request by email.
Records Management
Provide guidance on retention and disposition of University records and ensure UCSF compliance with UC Records Management Policies and the UC Records Retention Schedule.
Institutional Affiliation Agreements
Manage tracking of institution-wide affiliation agreements.
Team
Andrea Whipple-Samuel, JD, Director of Records and Information Management
As UCSF’s inaugural director of records and information management, Andrea oversees the team responsible for campus administrative policies and delegations of authority, compliance with records access laws, and records management. In her role, Andrea works closely with campus stakeholders to ensure UCSF’s compliance in these areas. Andrea also leads the newly-formed Campus Administrative Policies Committee, which reviews and makes recommendations on substantive changes to campus policies. Additionally, she is also responsible for tracking institutional affiliation agreements.
Andrea has applied her background as an attorney to the higher education compliance field for the past nine years. Prior to joining UCSF, Andrea worked at UC Berkeley as the campus policy manager, conflict of interest coordinator, and compliance specialist from 2021 to 2024. Before that, she was the Public Records Act coordinator and campus policy manager at San Francisco State University from 2016 to 2021.
Andrea holds a Juris Doctor from Loyola University Chicago, School of Law and a Bachelor of Arts in International Relations from UC Davis. She maintains her bar licenses in California and Illinois.
Brenda Gee, Administrative Director
Brenda is a campus staff leader with expertise in information workflows and internal communications in both the Offices of the Chancellor and EVCP. Over the past three decades, she has worked in the School of Nursing, Office of Student Affairs, Office of Admission and Registrar, and Graduate Division. Contact Brenda.
